Establishing a Business Case

The institution proposes a business case (BC) for a research position of strategic importance to the institute itself and the implementation of the research priority. The institutions may or may not already have a candidate at the stage of the business case submission. The BC (and candidate if already known) will be evaluated by an independent FNR panel. If a business case without a candidate is granted, the institution may recruit an appropriate candidate to fill this position in a transparent recruitment process where the position is openly advertised.

The business case should describe a position of real strategic importance to the institution and also have a high potential to strengthen and develop a priority research domain in Luxembourg.
The business case has to be submitted by the highest responsible of the research institution.

The institutions are encouraged to contact the FNR Secretariat as early as possible if they intend to put together a proposal in order to expedite the process.

Evaluation

The BC case will be evaluated in two stages. First, the institution presents an outline of the business case to the FNR upon which the FNR provides feedback to the applicants. This outline should respond to the requirements of the business case listed below. Second, a written business case is formally submitted to the FNR and evaluated by an ad-hoc panel of experts. The panel remotely evaluates the BC and puts questions to the institution. The candidate along with representatives of the research institution will then present the BC to the panel during an interview session. Subsequently, the panel issues a funding recommendation to the FNR. The final decision of the FNR will be taken within the decision bodies of the FNR.
