Summary

Developed over a 5 years period (2003 to 2008), the project « Espace et Patrimoine Culturel » (EPC) has lead to the creation of a decision-making aid tool for the spatial and territorial development of the Grand Duchy of Luxembourg, accessible through the World Wide Web.The EPC system is designed to participate in the administrative and scientific management of the cultural resources of the country (e.g. archaeological and architectural heritage), whether underground (buried heritage) or visible (monuments).The possibility offered to various actors, private and public, of the land planning and scientific communities to explore and query the system underlines the originality of this system.The project strategy is developed around the conception of a spatial monitoring system, using open source solutions and mutualised with other ministries, coupled with a Geographic information system (GIS). Elaborated by a 4 member team hosted by the Musée national d’Histoire et d’Art (MNHA), in partnership with other national public institutions (ACT, AEF, SGL, DATUR, etc.) as well as international research centres, the source data have been hierarchised and encoded in order to allow the combination with various data sources (different in nature), depending on other domains and competencies, for scientific purpose as well as administrative and or political purpose.The EPC system defines itself as a multi-purpose tool:

- A scientific management tool for the national cultural resource;

- An administrative management tool for the national cultural resource;

- Diffusion and browsing tool for the national heritage resources, using a georeferenced database.

The first 4 years of the project have been used for the R&D tasks, especially concentrated on 3 module development: the Geographic Information System itself, coupled with a Map server (UNM map server), the Archaeological and Cultural Heritage Information System (SIAP) and the predictive modelling module (Archäoprognose) based on the models developed for the pilot zones to compute the archaeological heritage potential calculations and statistics.

The last year has been devoted, on the one hand, to the integration of the modules and the fine tuning of their interoperability, and, on the other hand, to the production of a user-friendly interface (both intranet and internet) for different type of users (administrators, scientists, individuals). Meanwhile, the last phase of the project has allowed the final encoding of the cultural heritage data, the integration of vector based graphics for specific sites, and the production of predictive maps for the whole territory, showing the different degrees of cultural sensitivity, mostly archaeology, divided in four grades (none, low, medium, high).

Integrating the notion of sustainable development and protection, the completion of the EPC system – pioneer for the country – allows the national executives to take the impact of the construction projects over the rich historical and cultural heritage of the Luxembourg territory into account. The respect and protection of this heritage being mandatory according to the national and European guidelines.
