The Europe-wide research agency ERC distributing funding purely on the basis of scientific merit was successfully established in 2007. ERC Grants are justly regarded as a sign of scientific excellence and the selection process is highly competitive. In order to encourage the Luxembourg participation in the ERC calls, the FNR has decided to launch a national initiative offering the possibility for financial support to finalists of the ERC Grant competitions which have been positively evaluated but whose proposals cannot be funded by the ERC due to budgetary limits.

Which ERC schemes are covered?

The FNR support covers both

  • the ERC Starting Independent Researcher grant scheme, and
  • the ERC Advanced Investigator grant scheme

for the calls launched between 2009 and 2010. The support initiative may be extended for ERC calls beyond 2010.

How and when to apply?

A public research organisation submits a joint proposal together with an ERC finalist (whose proposals cannot be funded by the ERC due to budgetary limits) to the FNR within 6 months after receiving the ERC funding decision. The proposal needs to contain:

  • the application based on the ERC form
  • all documents detailing the positive evaluation of the proposal by the ERC during the 2nd phase of the evaluation process
  • any further necessary information

The public research organisation should contact the FNR as soon as possible after the communication of the ERC funding decision of their intention to submit an application to the FNR.

How much funding is available?

The amount made available by the FNR for a proposal is equal to the amount available at the ERC. The FNR will check the eligibility of all costs before fixing the maximum amount of financial support. In general, the rules for covered costs are identical to the CORE rules.

How is the proposal evaluated?

The proposal and the accompanying evaluation material is evaluated by the Scientific Council of the FNR. If deemed necessary, additional written reviews of the proposal may be solicited by the Scientific Council. The Board of Administration of the FNR takes the final funding decision.
