Currently, the space industry, like much of the world is awakening to the threats associated to cybersecurity. Traditionally, the space segment has been isolated from the cybersecurity threats affecting the ground-based communications due to the physical remoteness and separation of space assets. However, the increasing integration of cyberspace technologies into satellite architectures has opened-up new risks of cyber-attacks in the space industry. Though cybersecurity is largely a technical exercise, these risks are not purely technical in nature as they implicate legal liability for satellite operators as well as the states licensing and launching these systems (via Article VI of the Outer Space Treaty). As a result, there is a distinct need to understand cybersecurity in the space sector from a legal perspective, which is the problem this research will address.
